2008-09 College Football Bowl Tie-ins

Explanation:
BCS Bowl slots are yellow.
Green cells indicate that that bowl game has that particular pick (for example, the Capital One Bowl is in the second row, so it has the second pick of Big Ten teams)
Gray cells indicate that a group of bowls share a group of picks.
The Orange cells indicate that the Gator and Sun bowl will chose either a Big East OR a Big 12 team.
The black cells indicate that the conference has priority towards a particular bowl game if a conference cannot fill its obligation.

So far I've found two sites with 1-120 rankings... the New York Times "The Quad" blog, and Rivals.

Both of these are updated each morning, Rivals will announce #1 at the end of July, the New York Times at the end of August right before the season starts. I will try and update who they have each morning

"Projected Average" assumes that remaining unranked teams all have the same value.
